American National Ultimatum for Research, Advancement, and Global-deescalation
Preamble:
Whereas the United States Department of Defense is allotted $580.3 billion ($58.6 of that in the Overseas Contingency Operations budget, which has been treated essentially as a slush fund with little oversight). While Ensuring the safety of its citizens is the prerogative of any government, but as the world’s foremost military superpower, and supported by a league of strong alliances, continuing to build our arsenal is wasteful.
SECTION 1: This act may be cited as the “ANURAG.”
SECTION 2: The budget allocation of the United States Department of Defense shall be reduced by one-third, from the current $521.7 billion to $347.8 billion by 2020.
Sub-SECTION A: Phasing in over the next two years’ budgets
Sub-SECTION B: Penalties for non-compliance
Sub-SECTION C: Exceptions for extreme circumstances
SECTION 3: the United States Department of Defense is to restructure the appropriation of federal funds in order to make it compliant with the budget restrictions placed above.
SECTION 4: the United States Department of Defense shall be required to appropriate at least ⅕ of its budget to DARPA.
Sub-SECTION A: Acceptable use of DARPA funds for research
SECTION 5: Over the course of the next 10 years, the allocation of federal funds to the construction and maintenance of new military vehicles and bases also to be reduced by by a third.
Sub-SECTION A: Exceptions in cases of a threat to ground troops
Sub-SECTION B: Exceptions in the event of substantial security interests
